IT Project Manager
Summary:
Join our team as a Project Manager to lead the planning, development, and implementation of a customized software solution. You will oversee project scope, budget, risk management, and stakeholder communication while ensuring smooth system transitions. This role requires 3-5 years of IT project management experience, PMP or equivalent certification, and expertise in Microsoft Dynamics CRM/Power Platform. Working in a hybrid model (2 days onsite in Ottawa), you’ll collaborate with internal teams and external stakeholders to drive project success. Strong leadership, change management, and UAT coordination skills are essential for delivering high-quality solutions that meet organizational needs.

Job responsibilities of Project Manager:
● Manage all aspects of a typical customized software implementation project including:
managing project scope, budget, deliverables and day-to-day operations; create a project
charter; integrated project planning; resource planning; change management; issues
prioritization; risk analysis and management; quality assurance; ensuring timelines are
met; updating project documentation; collaboration and communications with the team,
with the CFI internal stakeholders, and external suppliers and stakeholders; and status
reporting to the Executive Sponsor and the Information Services Steering Committee
(ISSC).
● Conduct regular project team meetings to review project status, monitor progress, collect
relevant information, identify issues which may impede progress and ensure appropriate
plans are implemented to mitigate any risks to the project.
● Prepare regular project status reports and all relevant background materials to support
needs assessment and solutions.
● Provide leadership and guidance to the CFI project team members.
● Assist with the development and delivery of change management and communication
strategies to ensure smooth implementation.
● Ensure the smooth transition from the existing CAMS system to the new system
(CUBE), and ensure the completeness and correctness of data migration from the
existing system to the new system.
Key Deliverables:
1. Ensure preparation of project charter, scope definition, project plans and budget, risk
management plan, and other planning deliverables required in support of the project
implementation approval.
2. On project approval (expected Q1 2026), ensure full implementation of CFI’s award
management solution deliverables as specified in the Project Charter and associated
planning deliverables.
3. Develop and provide project tracking and monitoring of the project plan and status
updates as required.
4. Prepare project artefacts, background supporting documentation and record of decisions.
5. Provide oral briefings on an ongoing basis to apprise CFI’s executive sponsor, project
director, business owners and IT management as to project status, challenges, risks and
performance.
6. Ensure the development and testing of a comprehensive range of scenarios for User
Acceptance Testing (UAT) for all business units and system modules.
7. Develop and execute implementation plans to ensure any/all newly developed or
implemented modules are properly supported during and after implementation through
knowledge transfer to CFI staff.
8. Ensure the roles and responsibilities of the various support personnel are identified and
that they are properly trained to accept the handover of the solutions and appropriate
support processes and documentation upon delivery of the solutions outlined in the scope.
9. Ensure the development and delivery of all required training to CFI staff and the external
research community.
10. Ensure the development and delivery of a communication strategy to CFI staff and the
external research community.
11. Ensure the project is successfully delivered to stakeholders’ expectations.
Not all deliverables will be expected in the Year 1 planning and architecture phase,
however they are included here in the event of continuation to subsequent years under this
contract.
Mandatory Requirement of Project Manager:
● The Project Manager is required to work physically at the CFI offices at 55 Metcalfe
St,Ottawa in accordance with the CFI’s hybrid work policy which currently requires a
minimum of 2 days per week. The contract will be subject to any changes to this policy
during the contract period.
● PMP certifications are the obvious benchmark.
● The CFI also considers IIBA-CBAP and other relevant certifications with evidenced
experience in managing IT projects as suitable.
● Experience with the Microsoft Dynamics CRM / Microsoft Power Platform and related
technologies and products is a definite asset.
Other details as requirements:
● 7.5 hours per workday. Core hours are between 10am and 3 pm (EST/EDT).
● A security review will entail background details on the proponent and the proposed
resource, similar in form to a background security check.
Term of Engagement:
● Initial contract period: April 2025 – March 2026 (to manage planning, scoping,
budgeting, and solution architecture design).
● Subject to project approval, the contract may be extended for up to four additional years
(until March 31, 2030).
● CFI reserves the right to terminate the contract after the planning phase (March 2026) or
conduct a new competitive bid process.
